PROFILE OF LAGOS STATE COUNCIL FOR ARTS AND CULTURE
VISION
To make Lagos State Council for Arts and Culture the Heartbeat of Nigerian Culture through positive enunciation and implementation of the Nigerian Cultural Policy in its entirety.
MISSION
To provide public positive oriented service delivery in the realm of preservation, presentation, promotion and propagation of the Rich Cultural Heritage of the people of Lagos State and Nigeria in general.
CORE VALUES
The Lagos State Council for Arts and Culture is a Social Service schedule Parastatal established by edict No. 12 of 1963 and amended in 1974. The Council has the responsibility of advising Government on the technical aspects of the National Cultural Policy and initiating principles for the Development of Institutional Infrastructure for meeting the Institutional needs. It implements International and Governmental Cultural agreements through adequate measures of coherence on all cultural activities. It is a channel between the Arts Agencies of the Culture Sector and the Ministry of Tourism, Arts and Culture on Professional matters relating to Culture and the Implementation of the National Cultural Policy.
The Lagos State Council for Arts and Culture is the overall policy organ of the Lagos State Government in the administration of Arts and Culture. The Council acts in advisory capacity to Government on Arts and Cultural matters. It offers consultancy services to public and private Cultural Institutions. The Council also acts as Commissioned Agency for Artistes and related interest groups.
The scope of the activities of the Council was recently expanded with the inauguration of a Board consisting Eight (8) members . The board’s role is advisory as they utilized their professional knowledge in creating and enriching content for the performing theatres in the five divisions of the State as well as complement efforts to manage cultural platforms.
The main thrust of The Lagos State Council for Arts and Culture is designed to execute the Cultural Policy for Nigeria in four (4) broad categories of
(i.) Promotion of Culture
(ii.) Presentation of Culture
(iii.) Preservation of Cultural heritage
(iv.) Establishment of the Administrative Structure and the provision of funds for its implementation.
FUNCTIONS OF THE LAGOS STATE COUNCIL FOR ARTS AND CULTURE
(i.) The Council formulates Government policies for Arts and Culture
(ii.) It co-ordinates and implements the National Cultural Policy for Nigeria at the State Level.
(iii.) Plans and showcases the rich Cultural heritage of the people of Lagos.
(iv.) Legislates and regulates all Cultural activities.
(v.) Directs Cultural Education Training Programmes.
(vi.) Provides Cultural facilities
(vii.) Provides Aids and assistances to practitioners in the Art.
(viii.) Compiles, Stores and provides Cultural Information on Lagos
(ix.) Implements bilateral cultural agreements between Nigeria and friendly countries on cultural matters.
(x.) Collaborates with International Governmental and Non-Governmental Cultural Organizations.
(xi.) Provides Cultural entertainment and Educative Programmes for moral upliftment of the youths.
(xii.) Preserve and maintain Historical sites and Monuments.
The structure of the Council is that, with a strong Administrative and professional core comprising of the following departments and units headed by a Director of Culture/Chief Executive Officer
DEPARTMENTS AND THEIR FUNCTIONS
- DESIGN ARTS: Arts production and exhibitions, Gallery Services and Craft development and Vocation Training / Artist in Residence.
- CULTURAL INDUSTRIES AND HERITAGE:
- (a) . Formulate policies on Cultural Industries and Heritage in Lagos State.
(b.) To co – ordinate the development of Cultural Industries in all Local Government and Local Council Development Areas.
(c.) To support the development, standardization and packaging of handcrafts and supervision of indigenous festivals in the 5 divisions of Lagos State.
(d.) To provide working tools and equipment at the created Cultural Centres.
- PERFORMING ARTS
(a.) Command Performances, Dramatic Arts, Dance Drama and Musicals.
(b.) Literary Arts, Scripts Writing, film making.
(c.) Youth Development etc.
- RESEARCH, PUBLICATIONS AND DOCUMENTATION:
(a.) Research, Data compilation, updating and Documentation.
(b.) Production of Abinibi Cultural newsletter.
(c.) Library and Archives Services.
(d) Book publications and periodicals.
The Council promotes, presents, propagates and preserves the culture of Lagos State through festivals, exhibitions, trade fairs, training, seminars and workshop.
Other activities include but not limited to the production of the followings: (i) Tie/Dye (ii) Batik Print (iii) Wall Mural (iv) Sculptural Items (v) Interior Designs and Decorations (vi) Personalised Cards and Portraits, (vii) Ready-made wares etc.
The Council also presents educative cultural entertainments, drama sketches and dances at social events , workshops, seminars, Annual General Meetings and Corporate Meetings .
Cultural workshops, seminars and conferences are part of the Agency’s regular activities.
Cultural Publication such as the Lagos Life and Culture Publication Vol I and Abinibi Cultural Newsletter are available at the Council.
The rich Culture of Lagos is utilized as the main instrument of positive change to build a better nation.
